The Harmonized System
(HS) code is an international method of classifying products for
trading purposes. This classification is used by customs officials
around the world to determine the duties, taxes and regulations that
apply to products entering their country.
Tariffs are a duty (or tax) levied on goods transported from one customs
area to another. They can raise the cost of your products for buyers in
foreign countries.
The basic HS code system uses a 6-digit number to identify basic
commodities. Each country is allowed to add additional digits for
statistical purposes.
The Harmonized
Commodity Description and Coding System (HS) of tariff nomenclature
is an internationally standardized system of names and numbers for
classifying traded products developed and maintained by the World
Customs Organization (WCO) (formerly the Customs Co-operation Council),
an independent intergovernmental organization with over 170 member
countries based in Brussels, Belgium.

Russia uses a 10-digit
system for both exports and imports.

Russian Federation has an Unified National Classification System
for the products and services. Shortly, it is called OKP.
In all Certifications in
the GOST System, OKP is used as the main classificatory number, for some
extends, more important than HS Codes.
National
Classification of products (hereinafter - OKP) is part of the
unified classification and coding of technical, economic and social
information (ECKK), the Russian Federation.
OKP was developed and put into operation in Russia instead of All-union
classification of industrial and agricultural products.
OKP is designed to ensure the accuracy, comparability, and automated
processing of product information in several areas such as
standardization, statistics, economics and others.
OKP is a systematic set of
codes and names of groups of products built on a hierarchical
classification system. Classifier is used to solve problems cataloging
of products, including the development of directories and organize them
in the production of important technical and economic grounds; product
certification in accordance with groups of similar products, built on
the basis of groupings of OKP; for statistical analysis of production,
sale and use of products at the macroeconomic regional and sectoral
levels, for the structuring of industrial and economic information on
the types of products manufactured by enterprises to conduct marketing
research and supply and marketing operations.
Each position OKP contains
a six-digit code, a unique control number and the name of the grouping
of products which are recorded under the following form:

In the OKP System; it is
provided a five-hierarchical classification decimal system of digital
coding.
At each stage of the classification division performed on the most
significant economic and technical classifications.
In the first stage of classification are the classes of products (XX,
000), the second - Division (XX X000), the third - a group of (XX XX00),
the fourth - a subgroup (XX XXX0) and the fifth - the types of products
(XX XXXX).
Codes 2 - 5-digit product
groups are supplemented by zeros up to 6 digits and recorded with an
interval between the second and third places.
Classification of products in OKP can be completed in the third, fourth
or fifth stage of the classification division.
When recording selected types of classification groups use the short
form with the substitution of lexical elements of graphics, thus:
- Lowered the initial part of the full name, instead of which put a dash
when it repeats the previous item;
- Preceding the name or the part corresponding to the lowering of the
acronym, separated by a slash.
