R
Certification : |
For any kind of goods, which are imported
from other countries or produced in Russia, are the subject of
certification according to the Russian Legislation.
For exported goods, these Certificates are
necessary among custom documentation on Russian Customs. Most of the
imported goods pass through customs by means of single delivery
certificates which are obtained after arrival of the subject delivery.
If the manufacturer has certificates for 3 years-serial production,
there is no need repeatedly obtain any certificate, an approved copy of
these certificate is enough to realize this mission.
For the domestic market, all the
wholesalers and retailers are obliged to submit these certificates when
they are asked by their clients and governmental inspectors. This is an
another reason the necessity to have these certificates for commercial
bodies. Even there is no right advertising for some goods if they have
no certificates.
For any ordinary consumer in the Russian
market, certified goods are more reliable than the others. To increase
the sales depend on certified products directly.

The certification is very helpful for
competition of a product in front of some reproduced goods comes
to the market from abroad. Certified products can be sold in Russia more higher
conditions and prices.

The products which are not certified, after arrival to the Russian
Customs are subject to the certification. Mostly Russian customers
solve this problem during the custom clearance of the delivery, but
if this repeats frequently, certification for serial production
becomes a necessity.
Among Russian
Wholesalers, non-certified products are not become "adapted" to the
Russian Markets. |
The authorization of
Certification is applied by "The Federal Agency on Technical Regulating
and Metrology" and other
accredited specialized Certification Bodies and accredited Test
Laboratories.

registration number under the logo.
Notice : AB56 is the Registration Code of EMCC Group
Certification Body.

For a manufacturer, it is not necessary
to have a representation in Russia, but if the products sold in Russia, the
certification is a necessity for
increasing of the future sales.

Types of GOST R Certificates : |
*Single Delivery ( Shipment ) Certificates :
In this case, there is an importer Russian
Company applies for certification for an individual delivery. This
certificate given to the importer according to the Contract and Invoice,
for the goods of this delivery. For a different delivery or a different
buyer, this type of certificate is not valid. Sample tests sometimes necessary.
*GOST
R
Certificate for Serial Production (for 1 year) :
In this case, there is no need any Russian importer, certificates are
given directly to the manufacturer for 1 year period. The products which are
written on the certificate, can be delivered to Russia directly on this
period. Sample tests are necessary.
*GOST R Certificate for Serial Production
(for 3 years) :
These kind of certificates
valid for 3 years for serial production after approval. To obtain this kind,
Russian Auditors (Experts) may come and check the production facilities in its country. The products
which are written on the certificate, can be delivered to Russia directly to
any Russian end user within
this period. Sometimes, sample testing required.
3 Years Serial Certification
is applied for the products, which is not included in the Technical
Regulation content which came into force September 2010.
*GOST R Certificate for Serial Production
(for 5 years) :
According to the new Technical
Regulation, it is possible to obtain GOST R Certificates for some of the
products, mostly for machinery and equipment are included in this
regulation. Also, the blank page of this kind of GOST R Certificates are
different than the former ones.

*Declaration Of Conformity : (For Shipment and Serial Production)
According to the new Technical
Regulations, some products excluded the mandatory GOST Certification Lists,
but they moved to Mandatory Declaration Of Conformity List.

According to
the Russian Legislation and Technical
Regulation, for 3 and 5 years Serial
production Certificates, annual inspection for production
should be performed by Certification Body every year. |

The Countries
which are officially required and accepted GOST Certificates :
Russian Federation, Byelorussia (Byelorussia)
The Countries which are officially not required GOST Certificates
(There are some Agreements between Russia and below countries to
recognize of documents each other, thus,
GOST Certificates are seriously effective) :
Kazakhstan, Georgia, Azerbaijan, Uzbekistan, Baltic Countries, Moldavia.
Ukraine :
GOST R not accepted, UkrSEPRO certificates are necessary.

Steps
of the Certification Process : |
These certificates are issued by the Certification
Bodies which are accredited
by "The Federal Agency on Technical Regulating and Metrology".

1. Fill our
GOST
Application Form. One of our
representatives will contact you as soon as possible.
Important Notice:
The GOST Certification deals with not only the production system, but
also with the products. Please determine the products with all their models, subseries which
will be certified. For each kind of product please define their
International Harmonized System Codes.

2. Your
commercial requirements and subject products will be evaluated and you will
receive a detailed quotation including all terms, price and process steps
related for your GOST Certification.
We shall
submit our quotation within a few days by mail.
3. For 1
year serial production or shipment Certification, without factory visit, GOST
Certificates will be obtained by means of sample testing and/or existing
documents and test reports.
For 3
and 5
years
serial production certificates,
Russian Auditors (Experts)
should go to the production facilities and inspect the production. ( In some cases it is not
necessary ) This inspection will be executed
according to the "Procedure of Production Analysis". There is an "Inspection
Record" will be written and
signed by the parties as a result of this
inspection.
For the most
of the products, some samples will be sent to the Moscow for the
necessary tests according to the Russian norms. These tests will applied
sometimes hygienic, for fire-safety aspects, or some quality aspects. In all
normative documents the necessary methodic for tests and their sorts
are defined.

4. Your
original GOST Certificates will be sent to your postal address by fast
courier.

GOST R
Certificates can be classified in a different way:
1.
Mandatory Certificates : These
kind of certificates should be issued for the
products which are mentioned in the "Mandatory Certification List"
and will be asked with Customs Clearance documentation.
2. Voluntary Certificates :
If your products are not in the list, Voluntary GOST Certificate can
be issued according to;

Existing GOST normatives,
- Individual
technical specifications and details of the producer,
-
Existing General Technical Specifications in Russia ( TU )
These kind of certificates are
important as Mandatory GOST Certificates and mostly
used in domestic market.
