Exemption Letters are used for Custom Clearance of the produts in the Russia. These letters issued for the products which are not subject for the Mandatory GOST Certification.
Only one organization in Moscow, VNIIS ( Institute of Certification Research and Development for all Russia ) is authorized to issue these letters.
Procedure :
Russian
Importer Company applies to VNIIS for a certain shipment with the
information about the product. This information includes:
1. Contract and Invoice,
2. OKP ( Russian Local Classification Codes ) and HS Codes.
3. Technical information about the product.
This application and documents are evaluated by the experts, within one week the Exemption Letter issued by this organization which is written to the Russian Customs and to the Importer Company.

Starting 07th of May 2007,
Russia requires a new approval for the custom clearance of Wireless
Equipment. Basis on the existing legislation, all companies dealing with
these kind of products,( such as wireless camera systems, remote
controls, wireless home appliances, car alarm systems, walkie-talkies
and other wireless equipment which has a transmitter and receiver)
should apply to Radio Frequency Center of Russia and provide a special
permission for the delivery of Wireless Equipment beside the GOST
Certificate.
Procedure :
1. The company ( or E-Marketci Consulting on behalf of the Company) should apply officially to the Radio Frequency Center for a certain Wireless Equipment.
2. A physical sample of the
subject model is required in Moscow for testing.
3. Radio Frequency Center transmits all applications to the Ministry of
Communication of Russia. Every 2 months, a special Commission in the
Ministry meet and decide about permissions for applied products and
provides the wireless conformity approval.
4. By means of this approval and GOST Certificate, it is possible to ship these kind of wireless products to Russia.

The Ministry of Health is obliged to control and give permission for these products : Bottled water, some children foods, some food additives, dietetic foods, genetically modified foods, medicines, medical equipment and instruments, some other hygienic elements and cosmetics. In the reality, the most common situation is to obtain permission and GOST Certificate for medical equipment. Because of this reason, this matter more important and effects foreign producers.
In Russia, Medical Equipment and Instruments cannot be imported, sold, and used for patients without GOST Certificate and Medical Approval by Ministry Of Health of the Russia.
To issue GOST Certificate for Medical Equipment and Instruments, firstly a permission should be obtained from the Ministry of Health.
Procedure :
1. The company should apply officially to the Ministry of Health for a certain Medical Equipment or Instrument.
2. An official tax-payment should be transferred to the Governmental Budget depending on declared price of the equipment before the application procedure.
3. 2 pieces of sample equipment should be obtained in Moscow. In some cases, when the equipment is very expensive, 1 piece is enough for different tests.
4. First sample will be evaluated technically, and "Technical Expertise Report" will be prepared.
5. The other sample will be tested medically on the patients, "Medical Expertise Report" will be prepared.
6. These reports are submitted a Health Commission ( These meetings are arranged every 2 months once with 5 members from various fields ) According to the decision of the comission, the permission will be issued for 10 years for the subject product.
7. Regarding to this permission, GOST Certificate will be issued for three years serial production with the standard GOST Certification procedure. In some cases, the same Certification Body prepares Expertise Report, GOST certificate and takes place in this Health Commission. This possibility makes easier and speeds up the whole process.

"Federal Agency on Technical Regulating and Metrology".
These Instruments :
Weights and some similar measurement instruments related with quantity of the goods in the domestic market,
Industrial Measurement Equipment,
Instruments for Geodesic and Hydrologic Activities,
Instruments for Ecological Activities,
Instruments for Labour Safety,
Instruments for Governmental Activities, National Defense,
Instruments for sports, olympic measurements.
To obtain Measurement Approval, the producer should apply to "Federal Agency on Technical Regulating and Metrology" with a sample equipment and its valid GOST Certificate.

RTN ( Rostekhnadzor) Permit to Use
This permission should be issued for the hazardous equipment which will be mounted on oil industry special industrial objects.
